Contextual Challenges

Children, especially girls, in remote rural parts of Ghana suffer from inequality in basic education. This affects access to education with the biggest numbers of out-of-school children found in rural Ghana; and also affects quality resulting in poor educational outcomes because of inadequate public education.

In the Northern regions of Ghana, pupils have only 35 per cent of the trained teachers they need; about 30 per cent of children have no school nearby; 20 per cent will not enter school; only two thirds of the entrants reach the end of primary education; and of those who finish primary level, less than one third pass the final exit examination.

There is weak transparency and bottom-up accountability. Citizens generally lack relevant information about the education policy framework and the education service delivery system to be able to engage effectively with education authorities and service providers. Information is largely not produced and disseminated in a language and tools that are accessible to local citizens depriving them of the opportunity to really understand the education system, policies, programmes and plans and hold relevant authorities accountable at all levels.

In addition, there exist weak mechanism for accountability and weak and limited spaces of citizens participation and engagement with education authorities and service providers.

What we do

The CLEAR project seeks to contribute to equitable access to quality basic education for children in deprived areas of Ghana by strengthening transparency and accountability. The target beneficiaries of this intervention are children (especially girls) in deprived areas of Northern Ghana who suffer a great deal of inequities in terms of access to quality basic education.

The CLEAR Projects seeks to:

• Mobilize Citizens Groups and local communities in deprived districts on their education rights and build their capacity to hold education authorities accountable.
• Facilitate citizens-led generation of evidence on public basic education delivery for use in national policy dialogue.
• Strengthen the capacity and voice of Northern Ghana CSOs in national policy dialogue on equity in public basic education
• Influence national policy dialogue on equity, accountability and transparency in public basic education

Our Alliance

The CLEAR is a consortium of three non-governmental organizations based in Ghana comprising of:

1. School for Life works on education with a mission to strengthen civil society’s role in improving access to relevant quality education. School for Life strategic objectives focus on access to education for deprived and marginalized children; good learning outcomes in basic schools; functional education governance structures; and fair allocation, distribution and accountability of education resources.
2. Ghana Developing Communities Association (GDCA) empowers citizens in deprived communities in Northern Ghana to work for social, political and economic development. GDCA is a legitimate membership-based CSO with capacity and experience in community mobilization, governance and social accountability work. YEfL-Ghana is a membership based CSO with a vision of youth leading change.
3. YEFL-Ghana is focused on empowering youth through capacity building, networking and creating spaces for local voices and personal stories through community journalism-trained in radio and social media campaigning, storytelling and different types of art.
